One thing that advocates of "military reform" during the 1980s were calling for was for the U.S. military to open up competition for the development and procurement of new weapons systems to foreign defense companies.  Today’s new that Eurocopter has won a 3 billion dollar contract with the U.S. Army to provide them 352 light utility helicopters (known as hte UH-145) will surely make the remaining reformers happy.
