Deibert, director of the Citizen Lab at the Munk Center for International Studies at the University of Toronto. “With the administration cyberreview there are many government agencies orbiting around the policy debate that have an interest in pointing to this incident as evidence with obvious implications.â€ÂÂ
- Indeed, while there may be much uncertainty around the identity of these “attackers,” and indeed around the seriousness of the “cyberwar” threat in general, it is absolutely clear that there is a lot of money and institutional turf to be gained or lost depending on the outcome of this debate.
